Trump Administration Forces Planned Parenthood Out of Title X Program

The Trump-Pence administration’s nationwide gag rule is destroying Title X, the nation’s only dedicated program for affordable birth control and other essential reproductive health care — and for the first time in nearly 50 years of the program, Planned Parenthood is out of Title X. Health care access is now at risk for those struggling to make ends meet — and Congress is our only recourse.

The gag rule dismantles the Title X program.

Under the Trump administration’s gag rule, doctors and nurses in the program are not allowed to refer their patients for abortion — a violation of good medical ethics Planned Parenthood won’t be bullied into accepting. Planned Parenthood is the largest provider in Title X, serving approximately 40% of the 4 million people who get care through Title X. And it’s not just Planned Parenthood that’s affected by the gag rule. Eight states and other health care providers, including the only Title X grantee in Maine, have made clear that they cannot stay in the program under the gag rule. Together with Planned Parenthood, these entities serve nearly half the patients in the program. The Trump administration is decimating Title X as we know it. 

The majority of patients who get care through Title X identify as Black, Hispanic, or Latino. 65% of patients are younger than 30 years old.

Title X is meant to provide affordable reproductive health care and cover gaps in health care access — especially for people living in rural or underserved areas. If you’ve ever received reduced-cost or free services at Planned Parenthood, it could have been through Title X.

The gag rule is designed to block access to preventive care at Planned Parenthood health centers, which serves 40% of the 4 million patients — or more than 1.5 million people — who get care through the Title X program. 

Here’s what the gag rule does:

The Trump-Pence administration says its proposal isn’t a gag rule. Is it?

This is a gag rule.The Trump-Pence administration’s rule would make it illegal for doctors, nurses, hospitals, community health centers, and any other providers in the Title X program to tell patients how they can safely and legally access abortion. That’s the very definition of a gag rule — and the American Medical Association agrees.

Does the gag rule only impact Planned Parenthood?

No.There are nearly 4,000 Title X-funded health care providers in the country. The gag rule prohibits every single one of those providers — doctors, nurses, hospitals, and community health centers alike — from telling patients how they can safely and legally access abortion. It also removes the guarantee that you get full and accurate information about your health from your doctor.

The gag rule is designed to keep health care providers like Planned Parenthood from serving patients. While Planned Parenthood health centers make up just 13 percent of Title X centers, they serve 40% of the 4 million patients who get care through the program.

Can’t patients just go to other health care providers if Planned Parenthood closes?

In many counties, Planned Parenthood health centers are the only places that provide uninsured people or people with low incomes the reproductive care they need, including IUDs, the birth control shot, and more. Community health centers themselves say there’s no way they could fill the gap.

Under the gag rule, access to health care for millions of people is threatened. We’ll do everything we can to fight for our patients and make sure all people have access to the full range of reproductive health care.
